Apple network security settings (App Transport Security, or ATS) rules were unintentionally applied to the Global HTTP Proxy/PAC file mechanism in iOS 10.2. This will be rolled back in 10.2.1.
As a workaround, moving the PAC file to a properly-configured HTTPS server and updating the PAC URL to reflect the new location will resolve the issue for iPads that have been updated to iOS 10.2.
