Start Over will take you back to the last saved version of a document. If you are not saving the file, and starting from a blank document, then you'll see a blank document after using Start Over. Undo should be disabled after using Start Over since there is nothing to Undo. If Undo is available after using Start Over in Pixie 2, then I would consider that a bug.
I think you can avoid the issue if you have your students save their files. You can also explain to them not to use Start Over, and if they accidently click that button to click the "Cancel" button rather than "OK".

I am not sure I understand your issue.
When I follow these steps in Pixie 2 and Pixie 4, I get the same results:
1. Open Pixie
2. Draw on the Page
3. Save the file with a name
4. Draw on the Page
5. Use Start Over
In both cases, I end up with a file that looks like Step 3. Are your steps or results different?

We are not saving the picture at all. When a first grader is almost finished with a picture and accidentally starts over, we want to be able to undo and recover the picture. That was possible in earlier versions.
